In December of 2017, the City of Eastvale adopted the Leal Master Plan, a plan to develop the 160-acre Leal property located at 58th Street, Hamner Avenue, Limonite Avenue, and Scholar Way. The Leal Master Plan establishes the City’s vision of the site as a major, mixed-use retail, office, housing, and civic development serving Eastvale and the region.

The Background of Development

Leal 160 acre property is one of the two major underdeveloped pieces of land in the City of Eastvale. As part of a long range planning process, the city decided in 2013 to “create the mixed-use town center project on the site and to safeguard against unsatisfactory development taking the project’s place“.

Per the Leal Master Plan “This Master Plan describes the community’s vision for the project area, identifies appropriate land uses, including the development standards that are necessary to achieve the vision, defines the character of the project’s development, lists the steps involved with the development process, and provides guidance on implementation of the plan“.

Per the Leal Master Plan, the developed property will have:

• Downtown
• Indoor Regional Mall
• Amusement
• Arts/Cultural
• Concerts/Special Events Venue
• Hospital/Medical Center

• Hotel/Resort
• Giant Cow Statue

When the city government polled the residents about the type of development they’d want to see in the property, the following three were the most frequently cited structures:

• Lifestyle Centers
• Downtown
• Indoor Regional Mall

Staged Development Process

The Leal Master Plan also laid out the specifics of implementing the project. For instance, it determines three staged processes through which the project finally enters into the development phase.

1. Stage 1, Leal Master Plan
2. Stage 2, Development Standards and Guidelines/Project and Infrastructure Plans
3. Stage 3, Development Plan Review

We also reported about the Eastvale STEM Academy that helps students to succeed in STEM careers. It is in the Corona Norco Unified School District, a school district in Riverside County, California, that serves the cities of Corona, Norco, and Eastvale. The academy has a specialized program offering a rigorous curriculum for students interested in the science, technology, engineering, and mathematics fields.

We also reported about a new hotel in town named Residence Inn by Marriott. Irvine-based Greens Development will build an eight-story, 226-room hotel in downtown Riverside, incorporating the former downtown fire station. The Riverside City Council voted 5-2 Tuesday, Nov. 16, to approve the project. It will be built on Mission Inn Avenue near the 91 Freeway with a scenic rooftop view deck.
